Job Description Summary:
The mission of the District’s Watershed Program is to protect water supplies through responsible watershed planning and stewardship. The program accomplishes this by leading watershed stakeholders, decision-makers, and scientific experts in the development and implementation of stakeholder-driven plans designed to reduce the flow of pollutants to streams and lakes.
The Program’s Watershed Technician will be responsible for delivering and assisting with education, engagement, and outreach programs and events to stakeholder groups and the public, as well as assisting in other technical and administrative tasks of watershed planning throughout the TRWD service area and reservoir watersheds. The technician will shadow staff from Environmental Services, as well as other TRWD divisions that may align with the Watershed Programs or the missions of the Tarrant Regional Water District. This position will be for a maximum of three (3) years, pending a 6-month and then yearly performance reviews.
Upon completion of their tenure within the Watershed Program, the Technician will have the experience and skill set necessary to apply for education, outreach, or natural resources positions that effect landscape level systems, design, and coordination.
Job Description
Essential Functions and Responsibilities:

- Conduct outreach and educational activities to advance understanding of water and watershed issues in TRWD reservoir watersheds and the Trinity River basin
- Develop, produce, and deliver materials and information to promote watershed and water quality protection through best management practices and responsible land stewardship
- Provide presentations and hands-on demonstrations to students, the public, private landowners, agency representatives, and others
- Identify, coordinate, and implement innovative educational or outreach opportunities that support Watershed Programs goals
- Assist with training and supervising stakeholders and volunteers
- Build positive relationships with partner organizations
- Maintain an updated schedule and record of presentations and events
- Assist in maintaining and developing content for website, social media and marketing, and news articles
- Provide reports of program activities to management
- Participate in continuing education opportunities for professional development
- Assist in identifying funding opportunities and developing information for successful grant applications
- Assist in coordination with other District Departments, as needed, to educate staff and integrate their programs and efforts with Watershed Programs
- Assist in review and development of reports, permits, proposals, budgets, and other technical documents
- Assist in scientific data compilation, analysis, monitoring, and modeling
- Assist with academic and research projects conducted by the watershed program or its partners
- Prepare reports, billing, and budgeting, purchasing, scheduling, and other administrative duties
- Maintain familiarity with strategic District levels of service
- Continuous improvement monitoring and innovation efforts
- Perform other duties as required
Required Experience:
- Less than one (1) year of related experience
- Ability to effectively plan and coordinate educational and outreach projects
- Proficiency in the use of MS Word, PowerPoint, and Excel, and ability to learn new computer applications
- Excellent writing, presentation, and public relations skills
- Ability to work independently, establish work priorities, and manage time effectively
- Ability to work effectively with individuals, groups, and units of government
- Ability to work outside regular business hours, especially evenings and weekends for events and trainings
Desired Experience:
- Ability to safely connect and tow a trailer
- Understanding of geographic information systems (GIS)
- Understanding of social media, SEO, marketing, and design for education and outreach
- Understanding of conceptual frameworks and systems thinking
- Knowledge of citizen science projects and software, including iNaturalist and Rubbish
- Knowledge of the regional iSWM and TRWD’s Water Quality Guidance Manual
- Knowledge of TRWD’s Strategic Plan and the various Master Plans
Required Education/Certification/License:
- Relevant coursework in environmental sciences, water resources, planning, agriculture, education, or a related natural resource management field
- Alternative degrees, coursework, or certifications will be considered with an explanatory cover letter
- Training and/or experience in organizational development, communications, consensus building, facilitation, and leadership skills
- Training or knowledge of watershed issues, non-point source pollution remediation strategies, or watershed management
- Valid Texas driver’s license
Desired Education/Certification/License:
- Texas Community Watershed Partners’ Introduction to Green Infrastructure Course
- EPA’s Watershed Academy Training Certificate
- Trainings hosted by TWRI, NRI, or other academic based institutes on water and land management.
